Happy Thursday and Happy Stagecoach-eve for all who celebrate! Every year we hear the same stats about arrests at Coachella, but honestly? They’re pretty low if you think about it! Coachella 2026 officially wrapped with 203 total arrests over its two weekends. Just 203 arrests out of the estimated 125,000 people who attend each weekend. However what’s not counted in those numbers are all the crazy drivers and crashes we saw around the festival grounds this year…But as we get out our cowboy boots and big belts this weekend, the pressure is on Stagecoach to buck its historical trend of nearly doubling Coachella’s arrest rate, which typically stems from a rowdier reputation for alcohol-related violations despite a smaller overall crowd.

The city's planning commission has recommended updates that speed up the approval process for builders.
Indio overhauls subdivision rules, streamlining process for developers
The Indio Planning Commission unanimously recommended a comprehensive rewrite of the city's subdivision ordinance, a update aimed at cutting red tape for developers, bringing the city into compliance with state housing law, and making the rules easier to navigate.
Driving the news: The commission voted Wednesday to send the overhaul to the City Council for final adoption. Among the most significant changes: tentative subdivision maps would no longer require City Council approval, stopping instead at the Planning Commission level — eliminating a step that City Manager Bryan Montgomery said costs developers time and money.
"It should be a positive for the city because [developers] are going to be able to now focus on the final map and focus on the recommendation process a little faster," Montgomery said.
State compliance: The update formally incorporates Senate Bill 9, a state law adopted in 2022 that allows homeowners in single-family zones to split their lot or build a second primary unit. Indio had not yet written those requirements into local code.
Under SB 9, a single-family lot can be split into two parcels, each accommodating up to two units — potentially yielding four units on a property that once held one.
What they’re saying: “If a project meets the city's objective zoning and design standards, the city must approve it through a ministerial review process, which means it must be approved without a public hearing,” Simran Malhotra, a consultant working with the city explained.
How we got here: A focus group held in February 2025 brought together developers, builders, engineers, and planning consultants to identify problems in the existing code before drafting began.

⛽️ City sets timeline for new gas station rules
The Indio Planning Commission received a preview Wednesday of a proposed ordinance that would significantly limit where new gas stations can be built in the city, with a public hearing expected next month.
The city imposed a moratorium on new permits in December and has since extended it to June 18. Under the proposed ordinance, new stations would be prohibited on Highway 111 and Indio Boulevard and would face restrictions elsewhere. New requirements would also cover landscaping, fresh food retail space, architecture, and security cameras.
Bottom line: Staff plans to bring a formal ordinance to the Planning Commission next month before sending it to the City Council for final adoption.
🏥 New valley health strategy aims to end doctor shortages and expand local clinics
The Desert Healthcare District and Foundation is finalizing a five-year strategic plan aimed at bringing more doctors and medical facilities to the Eastern Coachella Valley, following months of public meetings and surveys in which residents described widespread gaps in access to care. The plan takes effect in July.
Indio residents accounted for nearly 18% of survey responses — the second-highest rate in the valley — with residents in Indio and Coachella reporting that specialty care often requires driving at least two hours. Nearly 67% of respondents identified a lack of providers as the biggest barrier to staying healthy.
Details: To address the shortage, the district is considering paying for medical training of local students who agree to work in the valley, helping facilitate affordable housing for healthcare workers, and opening new urgent care centers in under-resourced communities. The district also wants to create a bilingual hotline or website to help residents find services.

We know yesterday was Earth Day, but some of us treat the whole of April like a planet-wide party. What’s more worth celebrating than a healthy (and wet) water bank account? The valley’s water reserves are looking refreshed and ready for summer.
Driving the news: The Coachella Valley’s underground water bank grew by 137,052 acre-feet this past water year. Even though Mother Nature was a bit stingy with the rain clouds, the region’s proactive management kept our "savings account" in the green.
This ensures that despite the desert heat, our aquifer remains stable and robust enough to support the economy and residents.
Sustainability in action: While rainfall only provided about 4.2 inches—roughly 60% of our long-term average—the valley leaned into smart replenishment. The Whitewater River facility recharged over 252,539 acre-feet of imported water to bridge the gap.
This "imported" boost is the secret sauce keeping all 57 monitoring wells above their sustainability thresholds, effectively staving off any risks of ground sinking or storage depletion.
What they’re saying: "Groundwater elevations in all 57 of the Key Wells were above the [minmum thresholds]…showing no indication of chronic lowering of groundwater levels, storage depletion, or potential subsidence,” the report filed with the Indio City Council confirmed.
How we got here: This data comes from the Indio Subbasin Annual Report for Water Year 2024-2025. It’s a comprehensive "health check" required by California’s Sustainable Groundwater Management Act to ensure we're planning for a hydrated forever.
